Leading through change

This competency applies to AA (Administrative Assistant), AO (Administratiive Officer), EO (Executive Officer), HEO (Higher Executive Officer) and SEO (Senior Executive Officer) careers.

There are three levels for this competency. The job description will tell you which levels apply to that job. Each competency level builds on the previous one:

Level 1 – Participating in change

Supporting colleagues through change

  • Make time to work with and help others during times of change and uncertainty
  • Respect others' rights to have different opinions

Engaging in process of change

  • Understand the reasons for change in order to make a positive contribution
  • Make helpful suggestions to support wider changes
  • Be flexible and willing to implement colleagues' ideas if practical and appropriate
  • Address issues that block the progress of change
  • Implement change despite initial reactions

Level 2 – Managing delivery of change

Explaining the need for change

  • Communicate the anticipated benefits that will result from changes
  • Be visible and consistent in my words and actions, reinforcing key leadership messages
  • Be positive when leading change programmes, building support and team morale
  • Communicate the rationale for change effectively to gain commitment from colleagues at all levels

Promoting acceptance of change

  • Respond quickly and constructively to reactions to change to minimise negative impacts
  • Acknowledge the contributions of those who suggest changes that deliver significant business improvements
  • Recognise and praise the positive steps that others have taken to instigate change
  • Manage change by consulting with and identifying the needs of all those involved in the change

Managing change

  • Monitor progress of change objectives
  • Implement the strategy for my area, incorporating lessons previously learned
  • Support and encourage people of diverse backgrounds to have confidence to express their views and to meet the challenges of change

Level 3 – Formulating and leading change

Establishing the rationale for change

  • Create a vision for the future and a sense of shared purpose so that employees know what they need to do
  • Support others who are leading change, by communicating with conviction and persevering to deliver the outputs despite the challenges
  • Champion diversity, demonstrating your personal commitment to equality and accessibility issues

Manage stakeholders expectations

  • Recognise and publicise DWP change successes both internally and externally
  • Ensure that all suggested changes align with DWP strategy before implementation

Making change happen

  • Take evaluated risks and tough decisions when necessary, to progress change
  • Anticipate and instigate change that will have a positive business impact
  • Apply sound judgement on when to change and when to allow time for changes to be embedded
