The Scope of the PRIME contract with Land Securities Trillium
Each building has designated which Facilities Management (FM) services it requires. Where DWP is a minor occupier, Land Securities Trillium (LST) only deliver to DWP occupants those services not already provided by the owning Department.
The DWP Newcastle Estate is handled through a separate PFI contract and is not managed by LST.
Certain other services (typing, reprographics, etc.) are delivered through separate contracts and are not part of PRIME. These are listed below at the end, and are themselves now the subject of the Office Services Project and being considered for separate outsourcing.
Scope of Facilities Management (FM) Services:
Overall Building Management
- Customer Service Centre, Health & Safety (Estates role only), Churn, Signage, Space Planning.
Building Maintenance
- Structure of building, Water systems, Heating systems, Ventilation and air-conditioning, Drainage, Electrics, Lifts. Keys and locks.
Equipment Maintenance
- Desks, chairs, fans, cabinets, clocks, testing of portable appliances.
Landscape Maintenance
- Walkways and access routes, grass cutting, borders.
External Cleaning / Periodic cleaning
- Windows, drains, gutters, car parks etc.
Internal Cleaning
- Toilets, desks, fabrics
Waste Management
- Collection, disposal, recycling
Catering Facilities and Equipment
- Oven Grills, Hotplates etc.
Catering
- Restaurant, café, vending machines
Security Facilities and Equipment
- Cameras, Alarms, etc.
Security
- Escorting cashiers, car park security, reception, ad-hoc security
Porterage
- Off-loading, handling, relocation within and between sites
Energy and Utilities Management
Property
- All Landlord / Lease risk
- New space provision
- Surrender accommodation
- Deliver capital expenditure programme
