Notice to Providers
Expressions of Interest for Flexible New DealOn 2 January 2008, Ministers announced plans to roll out a flexible New Deal as part of the Government’s wider welfare reform which will underpin the principles of working towards eradicating child poverty by 2020. The flexible New Deal will be the first programme to be commissioned based on the principles of the new Department for Work and Pensions’ (DWP) Commissioning Strategy, which takes a radical new approach to sourcing, procuring and managing employment provision. The flexible New Deal will replace the current mandatory New Deals including, Employment Zones and private sector led New Deal.
The flexible New Deal will provide an opportunity for prime contractor organisations from the private, public and third sectors to work together in partnership to deliver this new programme. The programme will be rolled out in two phases, with Phase One being delivered from October 2009 and Phase Two from October 2010.
The flexible New Deal will be procured using a two stage tendering approach. For the first stage of the process bidders will complete a Pre-Qualification Questionnaire (PQQ). Bidders successful at this stage will then be invited to submit a tender for the second phase.
Contracts will be awarded to prime contractors on the basis of the most economically advantageous tender which offers high quality provision to meet the diverse needs of our customers. A prime contractor can bid to provide the service in any number of the following 14 Phase One contract areas:

- North & East Yorkshire and Humber
Tees Valley - South Yorkshire
Derbyshire - Surrey & Sussex
Kent - Leicestershire & Northamptonshire
Nottinghamshire - Central London
Lambeth, Southwark & Wandsworth - Devon & Cornwall
- South Wales Valleys
South East Wales
South West Wales - North & Mid Wales
Cheshire, Halton & Warrington - Black Country
- Greater Manchester Central
Greater Manchester East & West - Coventry & Warwickshire
The Marches
Staffordshire - Lanarkshire & East Dunbartonshire
Edinburgh, Lothians & Borders
Ayrshire, Dumfries, Galloway and Inverclyde - Cambridgeshire and Suffolk
Norfolk
Lincolnshire and Rutland
It is envisaged that successful contractors will need to engage with a wide range of private, public and third sector organisations as sub-contractors to deliver the service. DWP will consider applications from organisations that will
deliver part or none of the employment provision themselves.
The PQQ will be published on 20 March on this website on the “Opportunities to Tender” page. It should be downloaded, completed and returned in hard copy no later than noon on Wednesday 14 May 2008.
Provider briefing events
DWP will be holding a series of events for potential bidders. The dates and locations are as follows;
- Sheffield 3 April 2008,
- Manchester 4 April 2008
- Birmingham 7 April 2008,
- Cardiff 8 April 2008,
- London 9 & 10 April 2008
- Edinburgh 11 April 2008.
The events are open to providers both wishing to be considered as prime contractors and smaller organisations who may wish to work with the prime contractors on a sub-contract basis. Organisations are invited to attend one event only (maximumtwo representatives.) The information presented at all events will be identical, with all questions and answers published on this website.
