Dear Provider

European Social Fund Phase 2 - Invitation to Submit Pre-Qualification Questionnaire

The Department for Work and Pensions (DWP) is offering organisations the opportunity to compete, through an open and competitive two stage tendering process, for the delivery of provision funded via the European Social Fund Phase 2 programme in a number of Districts.

The contract period for package areas ESF1-ESF11 will be from December 2009 to July 2011, with the opportunity to extend for a further 12 months. The exception is ESF12, which will be from December 2009 to July 2012, with the opportunity to extend for a further 12 months.

The competition will be a two-stage process:

Stage One (Pre-Qualification Questionnaire)
Submission of a “Pre Qualification Questionnaire” (PQQ) by interested organisations.

Stage Two (Invitation to Tender)
Submission of a fully completed bid, by organisations successful at Stage One

The following instructions and documents relate to Stage One of the competition only and can be viewed/downloaded by clicking on the relevant document.

DWP is requesting that if an organisation wishes to submit a PQQ for the ESF Phase 2 contracts, they need to indicate their expression of interest by sending an e-mail confirming their organisation’s name, address and contact details, stating where they saw the advert for the ESF Phase 2 competition to the following e-mail address by 30 March 2009: ESFBIRMINGHAM.PST@DWP.GSI.GOV.UK

As mentioned within recent notices, DWP are holding two provider briefing events on Friday 6th March 2009 at Marriot Regent’s Park Hotel in London and Monday 9th March 2009 at Jury’s Inn Hotel in Birmingham, anticipated duration 10.00am – 3.30pm. The purpose of these events is to explain our requirements more fully and answer questions from potential bidders and other organisations who may be interested in working as subcontractors. Each event will follow the same format therefore your organisation will be limited to attending one of these events only. A maximum of two people from each organisation can attend. If you wish to attend such an event please email ESFBIRMINGHAM.PST@DWP.GSI.GOV.UK by 3 March 2009 with your completed Delegate Attendance Request. Confirmation of places will be sent via email along with an agenda and joining instructions.

You are only required to complete one PQQ irrespective of how many contracts you are interested in.

Your PQQ must be submitted in accordance with the documentation and instructions available via this website. Failure to comply may result in your PQQ being deemed non-compliant.

If you experience any problems accessing these documents or have any questions regarding this competition, please email your question to ESFBIRMINGHAM.PST@DWP.GSI.GOV.UK by Monday 30th March 2009.

Question and Answer Logs will be posted on the DWP website at regular intervals.

The deadline for receipt of your tender is no later than 12.00 noon on Tuesday 14th April 2009. Please ensure that your tender is submitted in time to arrive by the deadline as a late tender may be deemed non-compliant.

Yours sincerely,
