The Department for Work and Pensions (DWP) is offering organisations the opportunity to compete, through an open and competitive two stage tendering process, for contracts to deliver Community Task Force Phase 2.

Contracts will be awarded on the basis of the most economically advantageous tender which offers high quality provision to meet the diverse needs of our customers. CTF Phase 2 will go live at the end of July 2010. The Contract Package Areas (CPAs) for CTF Phase 2 are listed below.

Background to the Community Task Force

In the 2009 Budget, Ministers announced the Young Person's Guarantee (YPG): a guaranteed offer of a job, work-focused training, or meaningful activity to all 18 to 24 year olds approaching the 12 month stage of their claim to Jobseekers Allowance (JSA).

Community Task Force (CTF) is part of the wider Young Persons Guarantee available to all customers aged 18-24 who are approaching 12 months of their claim to Jobseeker's Allowance where a subsidised job or training are unsuitable or unavailable.

CTF will offer up to a maximum of 6 months' quality work experience of benefit to the community, designed primarily to enhance the employability and work-related skills of participants, and increase their chances of entering sustained employment. In line with the direction of travel for welfare reforms, the CTF should be flexible and tailored to the individual circumstances of the customer where possible.

At the end of CTF if a customer has not found work, they will join Stage 3 of JRFND at the point they left it.

Procurement

Implementation of Community Task Force is being delivered in two Phases. Organisations from the public, private and third sector are being invited to bid to deliver a high quality flexible and innovative package of support of up to six months quality work experience of benefit to the community.

CTF Phase 1 procurement exercise is already underway with the contracts going live from 29th January 2010.

CTF Phase 2 will be procured using a two stage tendering approach. Bidders will be asked to complete a Pre-Qualification Questionnaire (PQQ). Bidders successful at this stage will then be invited to submit a tender.
