Notification of new form 'JO2 (performance)'

To: Providers of New Deal Prime Contracts

Notification of new form 'JO2 (performance)' to be introduced for the measurement of non-payable job outcomes.

Since the advent of Job Outcome Target in Jobcentre Plus, provider performance has been measured by payable job outcomes. Gateway and Gateway to Work do not attract outcome payments, and have, therefore, continued to be measured by job entries through continued use of form JE2.

The definitions of a job entry and job outcome are now consistent. In order to differentiate between performance reporting on New Deal prime contracts and on residual contracts using the old job entry definitions, it has been decided that we should introduce a new form. With effect form June 1st 2007 reporting of Job Outcomes on Gateway and Gateway to Work provision should be made on form JO2 (performance).

Form JO2 (performance) should be sent to District offices to the same contacts and timetable as the JE2, and will be subject to the same level of validation. Form JE2 should continue to be used by those providers that have residual contracts for which performance continues to be measured using the previous job entry definitions.

The JE2 is no longer required to be sent to District Offices for those provisions that attract an outcome payment.

Job outcome payments should continue to be claimed on form JO2 through Regional Payment Teams. This will be the sole source of job outcome information for provisions that attract an outcome payment and so it is important that performance is recorded at the earliest opportunity to allow accurate recording of contract performance as well as making appropriate payments as early as possible.

Form JO2 (performance) is available now from Meads and should be requisitioned in the normal manner.

Any queries regarding this note or regarding Provider Guidance should be directed to your Operational Procurement Unit Contract Manager.
