Contingent Labour

Government Procurement Service is creating a framework for the provision of Contingent Labour services for use by Central Government Departments and organisations across the wider Public Sector.

The framework is likely to include a neutral vendor service provider who will provide interim management and specialist contractor resources, sourcing requirements through the “open market”, ensuring all suppliers have a fair and equal opportunity to bid for opportunities. There will also be a number of managed service providers to provide operational and administrative resources.  This will help us gain optimum value for money for taxpayers by stimulating greater levels of competition from all segments of the supply market, especially small to medium sized enterprises and new entrants into the Government supply chain.  The framework will, over time, replace all existing commercial vehicles.

The procurement will commence during March 2012 and is expected to be awarded in mid-summer 2012.

We are currently engaging with industry bodies to ensure input from the market prior to commencing the procurement activity.
