UK National Reform Programme

The Government published the UK’s National Reform Plan (NRP) 2005-2008 entitled "Lisbon Strategy for Jobs and Growth: UK National Reform Programme" (293KB)PDF on 13 October 2005.

The UK’s NRP is a short, strategic document setting out the way in which we plan to deliver in the UK over the next 3 years the EU’s strategic goal, agreed at a meeting of Heads of Government in Lisbon in 2000, to make the EU the most competitive and dynamic knowledge-based economy in the world. The UK’s report has been submitted to the European Commission.

This report is not part of a new process, but a streamlining of existing EU processes (such as the Cardiff process and Employment National Action Plans) and agreed policy objectives. Full consultation in line with Her Majesty's Government guidelines has been carried out on the different policies relevant to this document.

Stakeholder dialogue

As part of the development process we invited input from Stakeholders on the contribution they make towards the delivery of the EU’s Lisbon strategy and its employment and economic objectives.

To ensure participation from a wide range of individuals and organisations/business, the Government invited views through this informal written dialogue, in addition to our usual regular contacts and discussion with stakeholders.

Next Steps

Following the adoption by Member States of their NRPs in Autumn 2005, the European Commission produced a synthesis of all 25 NRPs. (Copies of these reports are available on the European Commission’s Website: European Commission - Growth and Jobs - Key Documents).

The UK, like other Member States, will be submitting a first implementation report on our NRP in Autumn 2006. In preparation for this, the Government is again seeking stakeholder views. We would welcome comments, in particular in respect of:
