Number of disabled people taking up Right to Control, by location technical description
| Short title | Number of disabled people taking up Right to Control, by location. |
|---|---|
| Technical definition | The number of people who have been deemed eligible for one or more of the six funding streams included under the Right to Control (Adult Social Care, Supporting People, Disabled Facilities Grants, Independent Living Funds, Work Choice and Access to Work) and have been informed they have the Right to Control how services/support are delivered to them.
This indicator covers the seven Trailblazer locations where the Right to Control is being offered. The seven Trailblazers are:
|
| Rationale | This measure will show the most complete measure of the number of people affected by the programme, irrespective of how disabled people choose to exercise the additional flexibilities that the Right to Control offered them.
SRP 5 – Enable disabled people to fulfil their potential |
| Formula | The total number is aggregated up for the seven Trailblazers areas across the six funding streams |
| Start date | The data covers the period since the start of the Trailblazers.
Essex County Council, Leicester City Council, London Borough of Barnet, London Borough of Newham, and Surrey County Council (two Districts Epsom and Ewell Borough Council, and Reigate and Banstead Borough Council) went live on 13 December 2010. Barnsley Metropolitan Borough Council and Sheffield City Council went live on 1 March 2011. The Manchester Area Partnership – incorporating Manchester City Council, Oldham Council, Bury Council, Stockport Metropolitan Borough Council and Trafford Council went live on 1 April 2011. |
| Good performance | The Right to Control is currently being piloted in seven Trailblazer areas across six funding streams. With good practice being embedded (so that all eligible customer should be told about their right to control how services are delivered to them), good performance would be observed through an increase in the number of disabled people being notified of the Right to Control over the duration of the Trailblazer. |
| Behavioural impact | No, collecting the data should not have any behavioural impact – the indicator is not a target |
| Comparability | Not an internationally recognised indicator that can be used to make comparisons |
| Collection frequency | Quarterly |
| Time lag | Data available approximately 3 months after the event. |
| Data source (which data collection it comes from) | MI systems held in the Local Authorities, data held on Jobcentre Plus systems (Labour Market System and DiSC3) and data provided by the Independent Living Fund. |
| Type of data (Whether it is an official statistic, national statistic, survey, MI ) | Management Information |
| Robustness and data limitations | Trailblazers use different processes to deliver the Right to Control. This means that the management information shared with the Department is drawn from a wide range of data systems across the different funding streams. In particular, the information received may already be a data collection at the local level, for example data held by providers commissioned by the Local Authority to deliver services to individuals.
Although the information is collected in different ways across the Trailblazers and funding streams, DWP works with data leads to ensure definitions are as consistent as possible and caveats explained. The audit of the data will provide reassurance that the information is accurate and fits the requirements. Trailblazers are refining their processes over time, including the collection of information, so data may be subject to some future revisions. In particular retrospection may occur. |

| How indicator can be broken down | We are working with the Trailblazers to develop more detailed breakdowns of the overall figure. |
| Further guidance | Further, more detailed information on how disabled people are using their Right to Control will be made available on the Office for Disability Issues website. |
