01 April 2008 – First Chief Executive of the new Pension, Disability and Carers Service appointed

Terry Moran has been appointed as the first Chief Executive of the new Pension, Disability and Carers Service.

Terry Moran, currently head of the Pension Service, said:

“I am delighted to have been given the opportunity to lead the new Pension, Disability and Carers Service. This will allow us to deliver services designed around our customers, rather than asking them to fit round us.

“We will be sharing expertise and experience to ensure that pensioners, carers and disabled people all continue to receive a first class service.”

The new agency brings together The Pension Service and the Disability and Carers Service. The two existing Agencies increasingly share many of the same customers – over half of the customers of the Disability and Carers Service are also customers of The Pension Service and the proportion is growing as people live longer. The new Agency starts operating today, 1st April 2008.

Terry Moran’s appointment was made via a competition led by the Civil Service Commission.

  1. Terry Moran is a career civil servant who joined the service straight from school at 16 as a clerical assistant.  His career to date has involved policy, strategy and delivery roles. He was Private Secretary to Sir Nick Montagu, Director of Social Security Operations at DSS and to Sir Michael Bichard, Chief Executive of the former Benefits Agency. 
  2. He was Area Director, Yorkshire, for the Benefits Agency and North West Regional Director on the establishment of Jobcentre Plus.  He was then appointed the first Chief Executive of the Disability and Carers Service in 2004 and last year was appointed interim Chief Executive of the Pension Service. 
  3. Terry is 47, was appointed a CB in the QB Honours 2007 and attended Harvard Business School to undertake the Advanced Management Programme in 2005.
