Personal Independence Payment

A key measure in the Welfare Reform Act 2012 is to replace Disability Living Allowance for eligible working age people (aged 16 to 64) with a new benefit, Personal Independence Payment, from April 2013.

Disability Living Allowance was introduced in 1992 and has not been fundamentally reviewed or reformed since. There is confusion about the purpose of the benefit, it is complex to claim and there is no systematic way of checking that awards remain correct.

Personal Independence Payment will be introduced for new claims in some areas of the country from April 2013 and for all new claims in June 2013. We will write to existing claimants between October 2013 and March 2016 to invite them to claim the new benefit.
