National indicators for local authorities and local authority partnerships – older people
This page contains information and guidance for local authorities to help
meet the PSA 17 (older people) indicators.
Three of the PSA 17 older people indicators are included in the set of 198 National
Indicators for Local Authorities and Local Authority Partnerships announced
by Hazel Blears, Secretary of State for Communities and Local Government, in
October 2007:
- healthy life expectancy at 65
- satisfaction with home and neighbourhood among the over-65s
- the extent to which older people receive the support they need to live independently at home.
Alongside other indicators relevant to older people in the national indicator set, these will provide a focus for holistic planning and delivery by national and local service providers. Effective LAAs and Local Strategic Partnerships, involving wide partnerships of Government, private and third sector organisations and older citizens themselves, also will be critical in further improving later life in the UK.

- Healthy Life Expectancy at 65 – Indicator 137 (this link will take you to the National Statistics website). For data specific to local authorities, see Worksheet ‘HLE at 65 LAs’, columns F for men and J for women. Data Source: Census 2001.
- Satisfaction
of people over 65 with both home and neighbourhood – Indicator
138 (this link will take you to the Audit Commission website). This
has two components: Satisfaction with Area and Satisfaction with Home.
For data relating to Satisfaction with Area see Worksheet ‘About your local area’, column C. Data Source: BVPI 2006.
DWP has held discussions with Government Office about possible ways of measuring Satisfaction with Home, to inform discussions about Local Area Agreements.
People over 65 who say that they receive the information, assistance and support they need to exercise choice and control to live independently – Indicator 139. This is an entirely new measure at a local area level. DWP has also held discussions with Government Office about possible ways of measuring this in the context of discussions about Local Area Agreements.
