One new appointment and one re-appointment to the HSE board
Professor Richard Taylor has been appointed to the Health and Safety Executive (HSE) Board as non-executive director.
Professor Richard Taylor has been appointed to the Health and Safety Executive (HSE) Board as non-executive director. David Gartside has been re-appointed for a further three year term. Both appointment and re-appointment are for a three year term starting 1 April 2011.
The Health and Safety Executive is the national regulator for workplace health and safety. It aims to prevent death, injury and ill health in Great Britain’s workplaces.
Professor Taylor, a health and safety risk management specialist, with a particular interest in safety culture, has been appointed as the HSE Board member representing the interests of professional bodies.
Welcoming his appointment, Professor Taylor said:
I am delighted to be appointed to the HSE Board. This is a challenging time for health and safety and I want to play my full part in helping the Board to meet those challenges. Throughout my career as a safety professional I have always been impressed by how much people can achieve simply by listening to and learning from one another, and by working together to meet common objectives. I look forward to working with the professional bodies in that same spirit, to help deliver the health and safety improvements we all wish to see.

- All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Professor Richard Taylor has no political activities and David Gartside has no political activities.
- The HSE Board has nine non-executive director members. Professor Richard Taylor and David Gartside will receive an annual remuneration of £15,100 for up to 30 days work a year.
- Professor Richard Taylor was appointed as the Board’s ‘Professional Bodies’ interests’ representative starting 1 April 2011, for a three year term. Mr Gartside was re-appointed as one of the Board’s employer interests representatives.
Biographical details
Professor Richard Taylor
Professor Richard Taylor has had a lengthy career in health and safety - including nuclear safety - both in industry and academia. He is now a risk management consultant, and a visiting Professor at both City University and the University of Bristol, following a 20 year career (1986-2005) in which he occupied a range of senior safety management positions with CEGB, Nuclear Electric plc, and Magnox Electric plc, finishing as a Corporate Head of Environment, Health and Safety at BNFL plc.
David Gartside
David Gartside was first appointed as an employer interests representative on 1 April 2008 for a period of three years. He worked for consulting engineers and contractors on bridge design and construction before joining ICI (one of the forerunners of AstraZeneca) in 1977. A variety of engineering roles followed before a move into manufacturing management in 1987. He was Head of UK Operations for AstraZeneca until 2005, when he was promoted to Vice-President, Safety Health & Environment for AstraZeneca, taking early retirement from that role in 2008.
