13 December 2007 – David Norgrove to continue in regulator role
David Norgrove has been reappointed Chair of the Pensions Regulator for a further three years.
Secretary of State for Work and Pensions Peter Hain said:
“I am delighted to announce David Norgrove’s reappointment.
“He has been with the Pensions Regulator from the start and has been instrumental in establishing the regulator as a respected industry body.
“We will be working closely with the regulator over the next few years as we move forward with our pension reforms and prepare for automatic-enrolment, and employer contributions for millions of people into work-based pension schemes. The regulator has an important new role, monitoring employer compliance with the reforms, whilst continuing to promote good provision and protect members.”
Mr Norgrove said:
“We've made good progress in the past three years, but there's a lot more to do. I'm very pleased to be able to continue to work to protect members' pension benefits, and now also to help develop the Government's pension reform plans."
The Pensions Regulator was established under the Pensions Act 2004. The regulator’s role is to protect the benefits of members of work-based pension schemes, to promote good administration of schemes, and to reduce the risk of situations arising which may lead to claims for compensation from the Pension Protection Fund.

- David Norgrove’s current contract expires on December 31, 2007. His new three year contract will start from 1 January 2008. He will be paid £106,641 per year for the equivalent of three days work per week.
- Prior to his original appointment David Norgrove held a number of senior positions at Marks and Spencer, including chair of the pension fund trustees from 2000 to 2004.
- This appointment has been made in accordance with the Office of the Commissioner for Public Appointments’ (OCPA) code of practice.
- All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. David Norgrove engages in no political activity and holds no other public appointments.
