CIS security
Access to CIS
A local authority user can only access DWP & HMRC data if:
- they are dealing with HB/CTB administration, or as part of a counter-fraud investigation against those benefits
- they have completed the mandatory CIS training package
- they comply with HMG Baseline Personnel Security Standard (BPSS).
- they have been registered, enrolled and authorised on the Employee Authentication Service (EAS) having satisfied the relevant evidence requirements, and
- signed up to the EAS and CIS standards documents.

Local Authority Security & Support Team (LASST)
LASST controls access and provides support to LAs who use CIS and the electronic files on the Data Transport Appliance (DTA) to confirm receipt of DWP benefits to administer HB/CTB. LASST deal with all CIS and DTA related issues. These will include:
- CIS access security breaches
- general enquiries for CIS, DTA, security breaches, ETD and ATLAS
- incident management for CIS and DTA issues
- requests for additional Electronic Transfer of Data (ETD) users and home worker access to CIS
- CIS training
- DTA password resets.
Note: LASST do not support the Employee Authentication Service (EAS). This is provided by DWP Shared Services NRA HUB. If you need any further advice or information about EAS, please contact the Hub on 0191 216 7111. Please note the Hub will only accept calls from either the LA Sponsor or Agent.
