HB Information Flows Programme
The Housing Benefit Information Flows Programme, part of Housing Benefit Strategy Division, is working to enhance current exchanges between central and local government by streamlining processes and introducing new secure electronic links.
Programme successes:
The Housing Benefit Information Flows Programme was responsible for:
- introducing the Customer Information System (CIS) to local authorities (LA) to replace the Remote Access Terminals (RATS)
- Electronic Transfer of Housing Benefit/Council Tax Benefit Claim Data from Local Authorities Project (e-Transfer) Phases 1-3
- enabling HMRC tax credit information to be available on CIS.

Housing Benefit Information Flows Programme is currently running a number of projects to improve the data flow between DWP and LAs:
- Automated Transfers to Local Authority Systems (ATLAS) Project
- Employee Authentication Service CIS Implementation Project (EAS CIS)
- Housing Benefit Matching System Local Authority Electronic Referral and Scan Download Project (HERS)
