Calls for proposals
We have provided background information and an application form for:
- Regional activities
- Thematic programmes
- Technical assistance.
Each proposal must be accompanied by a:
- declaration of honour
- financial identification form
- legal entities form.
Deadline for proposals
The deadline for submission of proposals is 5pm on 15 October 2009.

Regional activities
We are inviting proposals for activities at a regional level in each of the nine Government Office Regions of England and in each of the Devolved Administrations, for activities which contribute to the objectives of 2010. We are not specifying delivery mechanisms or format for regional events, and look to fund a variety of activities that clearly contribute to the achievement of 2010 objectives.
Thematic programmes
We will fund four UK-wide programmes of activity to be delivered at a local or grassroots level. We invite proposals for the delivery of programmes of activity aligned to one of the key thematic challenges:
- Child poverty
- Severe multiple deprivation and those who are most at risk of social exclusion
- Working age adults (that is, overcoming barriers to participation in the labour market)
- Older people and poverty or social exclusion.
NOTE: An error appeared on the first version (v0.1) of the Application Form for Thematic Programmes published on this page. In the header of that application form, it requests that the “REGION” be noted but this should have been “THEME”. A detailed budget breakdown per region is not required for the Thematic Programme, only a total budget breakdown. Please use the amended v0.2 Application Form for Thematic Programmes now published here and do not use the v0.1 version.
Technical assistance
This proposal is for technical support to the National Implementing Body (NIB) and we invite bids for activity that demonstrably contribute to the following outcomes:
- An effective link and communication channel between the NIB, grassroots organisations or networks and other stakeholders (including local government)
- Effective project planning for the development of a communications strategy and strong media relations
- Raised awareness of the EY2010 and its objectives, and funding opportunities
- Co-ordination of activity at a local, regional, national and European level, and between multiple stakeholders
- Galvanised public support and buy-in during the run-up to EY2010
- The delivery of a sustainable legacy and positive outcomes for EY2010.

Frequently asked questions
Q. There is no signature box on the application form itself, where do I sign?
A. The application form has to be submitted with three other forms, as well as back up information if necessary. These forms are Declaration of Honour, Financial Identification and Legal Identity and are an integral part of the application. Each of the forms mentioned has to be signed by an authorised signatory of the applicant organisation.
Q. Will there be workshops/seminars to help those planning to submit a proposal?
A. No. You are welcome to raise any questions via email. We will reply quickly if we are able to ensure no time is lost in the application process.
Q. Is DWP providing the 50% match funding?
Page 13 of the National Programme seems to indicate so but the call states that co-financing "may come from either public or private sources" (eg private foundations or business).
A. While we encourage organisations to make a contribution to the funding of their proposed activities, this is not mandatory. It is possible to apply for 100% of costs to be met by a grant from the NIB.
