Department for Work and Pensions statisticians have been reviewing the grossing methodology for the DWP Family Resources Survey (FRS).

A new regime has been devised, which improves the accuracy of regional-level counts drawn from the FRS.

This paper describes the changes being made to the Family Resources Survey (FRS) grossing regime, and compares the results of the old and new regimes for key statistics based on the FRS.

Details of the new and old regimes are provided, together with an outline of the investigations undertaken that led to the new regime. This is followed by analysis of the effects of the changes in the regime on key statistics.

Children in Workless Households: LFS and FRS differences (118KB)   PDF

DWP and ONS have jointly investigated the reasons for the Family Resources Survey (FRS) consistently giving higher estimates, than does the Labour Force Survey (LFS), of the proportion of children in workless households.

This proportion is the subject of a DWP PSA target and is also a key driver in relation to the DWP/HMT joint PSA target to reduce child poverty by 25% between 1998 and 2004. LFS is used to monitor the former, FRS the latter.

The recommendations of this report have been accepted by DWP and ONS.
