Options and Choices Events: testing implementation and delivery in Trailblazer districts

This report provides the findings from a research study into the early experiences of delivering Options and Choices Events in two Trailblazer districts. The Options and Choices Events are intended to inform lone parents of changes to their Income Support entitlement, the options available to them from Jobcentre Plus and its partners, and promote the benefits of work including providing information on the local labour market. Held at Jobcentre Plus offices, employer premises or other venues, the events consist of presentations by Jobcentre Plus staff and local employers to groups of between ten and 15 lone parent customers. Attended on a voluntary basis, the events also offer lone parents the opportunity for one-to-one discussions with a Jobcentre Plus adviser, and to sign up for the New Deal for Lone Parents and other options such as working with an external service provider.

The first events took place in the Trailblazer districts in January 2008, with the aim of providing lessons to inform national roll-out from April 2008. The study sought to support this aim, and featured visits to the Trailblazer districts at the start and end of the study, the observation of events during the first two weeks of delivery, interviews with Jobcentre Plus staff and focus groups with presenters. Lone parent perceptions and experiences were explored through the analysis of event evaluation forms, and telephone interviews with lone parents attending, and not attending, the events.
