This report provides findings from a qualitative study exploring whether or not Housing Benefit and Council Tax Benefit (HB/CTB) act as incentives to move into work. The research involved qualitative interviews with HB/CTB claimants, and non-claimants who had moved into work, but were likely to be eligible for in-work HB/CTB. The opinions and experience of staff at Jobcentre Plus offices and Local Authority staff dealing with HB and CTB were also explored through qualitative interviews and focus groups. The research was undertaken in five case study areas.
