Entitled but not claiming? Pensioners, the Minimum Income Guarantee and Pension Credit

This report presents findings from research among pensioners apparently entitled to, but not claiming, the Minimum Income Guarantee (MIG). It updates earlier work examining barriers to MIG take-up and identifying ways of overcoming them. The research also contributed to improving the department's estimates of take-up and explored reactions to, and likelihood of applying for Pension Credit, introduced in October 2003. The research was based on a survey that followed up respondents in the Department's Family Resources Survey and was carried out by researchers at the Office for National Statisctics (ONS) and the National Centre for Social Research.
