Housing Benefit & Council Tax Benefit

Housing Benefit (HB) and Council Tax Benefit (CTB) are income-related benefits administered by Local Authorities. People are eligible to claim HB if they are liable to pay rent (or are treated as if they were so liable) in respect of the dwelling they occupy as their home. CTB is designed to help people on low-income pay their Council Tax.

The number of Housing Benefit (HB) recipients increased during the quarter to May 2005 by just over 20 thousand (0.5%), a rise of 151 thousand (3.9%) in the year, to stand at 4.0 million.

The number of tenants in Registered Social Landlord (RSL) accommodation claiming rent allowance increased in the quarter by over 20 thousand (1.5%), an increase of 88 thousand (6.4%) in the year, to stand at 1.4 million.

The number of local authority tenants claiming a rent rebate decreased by 15 thousand (0.8%) over the quarter and decreased by just over 12 thousand (0.7%) in the year, to 1.8 million.

Large Stock Voluntary Transfers (LSVT), which is the transfer of LA tenancies to Registered Social Landlords, continue to increase RSL caseload numbers and decrease in local authority tenant numbers.

Council Tax Benefit (CTB) recipients, excluding second adult rebates increased in the quarter by 29 thousand (0.6%) to 4.9 million.

There is evidence to suggest that recent changes to the administration of HB and CTB, such as the abolition of benefit periods and the requirement to make a new claim when moving into work, may have contributed to the overall rise in the reported caseloads, particularly from November 2003 onwards. The reported caseload rises may largely reflect a reduction in the number of outstanding claims which tend to be not measured in the caseloads count due to these administration changes, rather that a true rise in the number of benefit recipients.
