Housing Benefit & Council Tax Benefit

Housing Benefit (HB) and Council Tax Benefit (CTB) are income-related benefits administered by Local Authorities. People are eligible to claim HB if they are liable to pay rent (or are treated as if they were so liable) in respect of the dwelling they occupy as their home. CTB is designed to help people on low-income pay their Council Tax.

The number of Housing Benefit (HB) recipients increased during the quarter to May 2004 by just over 63 thousand (1.6%), a rise of 83 thousand (2.1%) in the year, to stand at 3.9 million.

The number of tenants in Registered Social Landlord (RSL) accommodation claiming rent allowance increased in the quarter by over 46 thousand (3.5%), an increase of just over 83 thousand (6.3%) in the year, to stand at 1.3 million.

The number of local authority tenants claiming a rent rebate increased by over 7 thousand (0.4%) over the quarter and decreased by 30 thousand (1.6%) in the year, to 1.8 million.

The main reason for the increase in RSL tenants and decrease of local authority tenants is the continuation of Large Stock Voluntary Transfer (LSVT), which is the transfer of LA tenancies to Registered Social Landlords.

Council Tax Benefit (CTB) recipients, excluding second adult rebates increased in the quarter by over 115 thousand (2.4%) to 4.8 million.
