Description

As Finance, Director General you will report to the Permanent Secretary and be a member of both the Departmental Board and the Executive Team of the Department. You will be responsible for the effective control of benefit payments totalling over £140 billion, and departmental administrative expenditure of approaching £10 billion.

The key accountabilities of the post will include:

  • the provision of financial and management advice to the Secretary of State, Ministers, the Permanent Secretary, the Executive Team and the Departmental Board in relation to the Departmental Plan and its delivery;
  • providing advice to the Accounting Officer in relation to matters of financial probity, value for money and regularity;
  • ensuring the establishment and operation of departmental planning, risk management and performance management arrangements;
  • ensuring the establishment and operation of effective financial planning and control arrangements for the Department;
  • ensuring robust Investment Management processes are operating to optimise the Department’s investment in change and ensure effective benefits realisation;
  • ensuring the provision and maintenance of the Department’s estate and related commercial agreements;
  • ensuring the provision of commercial management services to the Department;
  • ensuring the provision of the full range of financial support services to the Department and its Agencies;
  • the provision of leadership to the Financial Management, Planning and Commercial community of the Department;
  • ensuring the development and delivery of major change programmes across the financial, estates and commercial functions, including Payment Modernisation, and the continuous review of the Departments end to end financial processes;
  • ensuring the provision of a comprehensive Risk Assurance function, including a Departmental Internal Audit Service, an Internal Security Service and the provision of an effective Risk Management framework; and
  • the negotiation and operation of a number of business critical commercial contracts, including those for banking, benefit payment instruments and the departmental estate and office services.

Over and above all of these you will share in the corporate responsibility for the leadership of the Department as a whole as a key member of its Executive Team.
